The Northeast Ohio Consortium Council of Governments (NOCCOG), serves as the advisory body of Workforce Innovation and Opportunity Act (WIOA) funding for Portage, Ashtabula and Geauga counties. The NOCCOG is directed by the Area 19 workforce development board in partnership with county commissioners of the three counties.

In July of 2014, WIOA was signed into law and replaced the Workforce Investment Act (WIA) of 1998.  The law's purpose is to increase opportunities for individuals, particularly those with barriers, to employment.  It aims to provide individuals with the skills and credentials needed to prosper and to secure and/or advance in employment opportunities. Additionally, WIOA mandates alignment of workforce investment, education, and economic development systems and promotes the improvement in the structure of service delivery.
